I actually think that it's rather appropriate considering that the characters in the books and films are maturing as is the subject matter. I'm sure there are those who would argue that "it's a kids' movie" but I fear that would be a poor excuse for dumbing down the films. My inlaw's are letting their children watch the films in order as they become old enough to understand the themes.
When reading the books, I was amazed at JKR's ability to imply very strong adult themes and subplots without deviating to far from the plot. Furthermore, it seems like each subplot somehow reinforces her message about tolerance. For instance, (sorry to go with a Lupin theme, but it is close to heart and appropriate) consider Lupin and Tonks. We only get a hint at the conflict Tonks is having... and her conversation with Mrs. Weasley is cut short when the kids come in. That's very realistic, and something I can relate to (my partner is 10 years younger than me).
How do you feel about the rating? And have you heard that the 7th book may be turned into two movies? I'd be happy with three~!
